(a) Rights to service as trainmen (road and yard service) shall be governed by seniority and in conformance with the rules as set forth in this agreement.
(b) Seniority districts of trainmen (road and yard service) for the Oregon Division ‑ Northwestern District are as set forth below and are subject to change only by agreement between the Company and the Organization
