1. The International President, with the approval of the Board of
2. Directors, may take such action as may be deemed necessary to meet
3. situations not covered in this Constitution in order to protect the
4. interest of the membership and the United Transportation Union.
5. If any portion of this Constitution is found to be in violation of a
6. Federal, State, or Provincial law, such law shall supersede that portion
7. of this Constitution, but only to the extent and within the limits of the
8. law, and provided that any change shall not affect the validity of the
9. remaining portions of this Constitution.
