RULE 64-

COUPLING AIR HOSE ‑‑ CHAINING CARS – AIRTEST—

                                    YARD SERVICE

 

(a) In yards where car repairers or car inspectors are on duty for the purpose of inspecting trains, and are available, yardmen will not be required to chain up or unchain cars, and at points where car Inspectors are on duty will not be required to make terminal air tests.

 

(b) Rules, agreements, interpretations or practices which prohibit or restrict the use of yardmen to couple or uncouple air, steam and signal hose, shall be modified so that there will be no prohibitions or restrictions on yardmen performing such work and no payment therefor will be made; but where rules, agreements, interpretations or practices require payment to yardmen under conditions stated therein for coupling or uncoupling air, steam and signal hose, such rules, agreements, Interpretations or practices shall be changed to provide for the payment of a special allowance of $3.30.

 

(c) The rules, agreements, interpretations and practices referred to in paragraph (b) as requiring payment of special allowance of $3.30 when required to couple and uncouple air hose and/or bleed cars are as follows:

 

When yardmen are required upon instructions of proper authority to couple and/or uncouple air hose and/or bleed cars, subject to the exceptions listed below, each member of the ground crew will be paid a special allowance of $3.30 regardless of which member or members of the crew perform the duties herein outlined; this allowance to be paid only once to a crew during the day's work or tour of duty, even though the coupling and uncoupling functions herein described are required and performed more than once and at more than one location.

 

The exceptions under which the special allowance is not applicable and will not be paid when yardmen couple and/or uncouple air hose and/or bleed cars are as follows:

 

(1) Between engine and car.

 

            (2) Between engine and caboose.

 

            (3) Between caboose and car.

 

            (4) Between cars when cutting or coupling crossings.

 

            (5) When picking up or setting out cars.

 

            (6) When switching passenger equipment to and from train.
