RULE 57-
EXCLUSIVE YARD EXTRA BOARDS

         (a) Rotary Extra Boards: Rotating extra boards will be maintained at points where separate yard extra boards are established.

(b) Except as otherwise provided, yardmen assigned to the extra board will work first‑in, first‑out. Extra men without legal rest at starting time of crew on which vacancy exists need not be used, and if not used, will retain place on the extra board.

    NOTE: Extra yardmen shall be placed on the extra board in relationship to other extra yardmen, as follows:

           (1) An extra yardman who is released from service shall be placed on the extra board at the time of such release provided he shall not be placed on the extra board in advance of eight (8) hours from the time he reported for duty for that shift.

          (2)  Extra yardmen who tie up at the same time will be placed on the extra board in the same order as held at time called, ahead of yardmen marking up from layoff or displacing on the extra board at the same time.

          (3)  A yardman exercising seniority to the extra board shall be placed thereon as of the time he notifies the crew dispatcher of such exercise of seniority.

          (4) A yardman transferring to the yardmen's extra board from road service or from some other point shall be placed on the extra board as of the time he reports to the crew dispatcher and notifies the crew dispatcher that he is available for extra yardmen's work.

         (5)  An extra yardman reporting for duty following leave of absence shall be placed on the extra board at the time he reports to the crew dispatcher that he Is available for duty.

         (6)  When two or more extra yardmen are placed on the extra board at the same time by any combination of conditions referred to in subsections 3, 4 or 5 they shall be placed at the foot of the extra board in the order of their seniority.

 (c) Runaround Penalty: An extra yardman, who is subject to the first‑in, first‑out regulations and who, after reaching the first‑out position on the exclusive yardmen's rotary extra board and who is eligible for eight hours' service under the Hours of Service Act, as amended, is not called for service in his turn shall be paid one basic day at the rate of pay of the service for which he should have been called and placed last out on the extra list.

       (d) Laying Off or Missing Call ‑ Penalty: On exclusive yard extra boards (Argo, Albina, Hinkle) extra yardmen laying off on their own accord will not be placed on the extra board for a period of sixteen hours calculated from the time of layoff. Extra yardmen laying off on a call for service and/or extra yardmen missing a proper call for service will not be placed on the extra board for a period of sixteen hours, which period shall be calculated from the starting time of the yard service assignment for which the call was issued or missed. Extra yardmen will not be used in less than sixteen hours as herein specified if other extra, furloughed or regularly assigned yard service employees are or can be made available to perform service. An extra man who misses a call for service outside regular calling period will retain his position on the board and other men will be called around him without penalty.

        (e) Hold‑Off Board: Extra yardmen completing five straight time yard shifts at any time prior to 12 midnight Sunday will be placed on the ''hold‑off'' board as of the time of completion of the fifth straight time shift and will be returned to the working extra board at 12:01 AM Monday In the order of their standing on the "hold‑off" board.   

 Extra or unassigned employees may work any five days in a work week and their days off need not be consecutive.

 NOTE: Where two employees tie up at the same time and go to the "hold‑off" board, they shall be placed on the "hold‑off" board in the order they were called for service. If In this situation one of the employees had been called from the working board and the other from the "hold‑off" board, and if the employee who had been called from the working board completed his fifth straight time shift, the employee who was called from the working board would be placed on the "hold‑off" board ahead of the employee who was called from the "hold‑off" board.

If an employee misses a call while on the "hold‑off" board he is not penalized therefor and retains his standing on the "hold‑off" board.

 If an employee refuses a call while on the "held‑off board, he will be placed to the foot of the "hold‑off" board.

    (f) An extra man who makes application for and is assigned to a regular position will not be doubled onto his assignment unless he has eight hours' rest after tying up on job worked before taking his assignment, if extra men are available.

 EXAMPLES. An extra man works 6:30 AM to 2:30 PM, is assigned to a regular job starting work at 10:30 PM or later will be used on his new assignment. An extra man works 8 AM to 4 PM and is assigned at 4 PM to position starting work at 4 PM or on any position starting work before he has eight hours' rest will not be used on his new assignment if extra men are available.

    (g) Combination road and yard boards are not subject to the provisions of this rule.
