RULE 6. PICKING UP AND SETTING OUT LOCOMOTIVES. (a) A road engineer who is required at a point between terminals or tie-up points of an assignment to set out one or more units of a locomotive and/or pick up one or more units of a locomotive, shall be paid an arbitrary allowance of one hour for each such point between terminals at which such pickup and/or setout is required, in addition to all other time on the trip.

(b) A road engineer who is required at a terminal or tie-up point where mechanical forces are not available to perform work necessary to assemble or disassemble road units for his own train, shall be paid time consumed on a minute basis with a minimum of one hour, provided that the time consumed shall not be considered as terminal delay time and shall be paid for independently and not as a duplication of any other terminal pay allowance or overtime.

NOTE: The arbitrary payment provided in Sections (a) and (b) hereof shall not be payable to an engineer who is not required to perform the work necessary to the picking up and/or setting out of diesel units of his own train, such as connecting or disconnecting control lines, valves, hoses, chains, electrical or mechanical apparatus, etc.

(c) At terminals where locomotive servicing forces are not on duty, engineers in road service may be required to start and shut down diesel engines, open and close flash cocks, cover and uncover exhaust stacks, set and release hand brakes. When any or all of these functions are required of a road engineer at his initial terminal prior to moving the engine from the designated track or at his final terminal after the engine is placed on the designated track, he will, in either event, be paid an arbitrary allowance of one hour at the pro rata rate.

The performance of the work herein referred to shall not be considered as reserved to engineers and the payment herein provided shall apply only when the engineer is required by specific or general instructions to perform the work.

The time consumed in the performance of the work for which this arbitrary allowance is paid shall not be considered as terminal delay time and it shall be paid for under this Agreement independently and not as a duplication of any other terminal time or terminal pay allowance or overtime.
