RULE 20. EXTRA PASSENGER SERVICE. (a) For extra passenger service originating at the home terminal of pool freight crews the senior available assigned freight engineer shall be used. Upon reaching the away-from-home terminal for pool freight engineers, such engineer shall be returned to the home terminal in extra passenger service, doubleheader service, operating a light engine, deadheading, or combinations thereof. He may also be used out of the away-from-home terminal in pool freight service in accordance with the first-in, first-out regulations applicable to pool freight engineers, provided such use will avoid a light engine movement or deadhead movement to such terminal.

(b) Extra passenger service originating at the away-from-home terminal for pool freight engineers may be protected by any of the following:

1. By available engineers used into such terminal in extra passenger service.

2. By engineers dispatched to such terminal on light locomotive or deadhead for extra passenger service.

3. By the first-out pool freight crew.

(c) Vacancies in positions of engineer in regularly assigned passenger service operating out of main line district terminals shall be filled as follows:

(1) The first trip after the vacancy occurs shall be handled by the senior available assigned freight engineer at that terminal.

(2) After the first trip the vacancy shall be filled thereafter by the senior assigned engineer at that terminal who files written application therefor with the crew dispatcher at least three hours in advance of the scheduled departure time.

(3) Where no written applications are made as provided in Subsection (2) the vacancy shall then be filled in the manner set forth in Subsection (1).

(d) Vacancies in positions of engineer in regularly assigned passenger service at outlying points shall be filled as follows:

(1) By the senior assigned freight engineer at such terminal making written application therefor.

(2) If no applications received as provided in Subsection (1), by an extra engineer in the manner set forth in Rule 40.

(e) Notwithstanding the provisions of Sections (c) and Id) vacancies in regularly assigned passenger service may after the vacancy has existed for six days be taken by any engineer having greater seniority than the employe holding the vacancy who has filed written application with the crew dispatcher or other designated officer prior to expiration of such sixth day, except that when the vacancy occurs in a position that is part of a pool, one engineer in that pool shall not be permitted to take a vacant position in that same pool.

(f) Engineers may be relieved from doing extra passenger work for a period of ninety (90) days by making a written application to and obtaining permission from the Division Superintendent.
